I expect the above from the Presentation is the answer. They hope that by attempting to sell amalgam into "countries with lower socio‐economic ..." environments they can keep sales at best flat.
I'd be guessing that would be best case and that worst case we can expect a continual decline in amalgam sales dragging against the improved revenues from other products. Much like Brazil has been for the whole time the company has been there.
