Been following this for months and then got cold feet when they punted SIIRD. I posted at the time that the US$1M grant they received late June from SIIRD was gooone because UTR stiffed the Uni and walked away with the the "goods" and Professor Chen.
They have to find the money somewhere now so a CR looks highly likely.
