Stop the buyback without providing any reason is a NEGATIVE SIGNAL. Proof: The share price has been falling down since management stopped the buyback since December 2018.
Re-active the buyback will send a positive signal again to investors.
Market is sensitive to management action. If management intended to do something and did not deliver it, market will react negatively.
This may be the time for the management to re-active the buyback and send a positive signal to the market.
