Plenty of ways to get the SIMs in Europe although I agree the change may cause the cheaper operators to restrict somewhat.
3 UK which is one of the more popular ones has tried to restrict it by only allowing UK credit card top-ups and limiting you to 60 days outside the UK continuously.
I previously ordered a Spanish Orange Mundo SIM from eBAY - for Euro1 per day per 500Mb which was super cheap for a 10-day trip crossing five Euro countries. Website is however only in Spanish.
