my understanding is that you have to be a resident in order to access the phone plans in that particular country. Landing as a foreigner I dont think it would be so easy to get a SIM now as it was before or else everyone in europe would pick up a cheap romanian prepaid sim plan and go home to say Germany or Holland where it is more expensive.
