What I meant was that there must be a balance of $3 after activating a plan, so assuming if you wish to activate a $15 plan, you need to buy a recharge of $20 in order to activate the plans. I will think the Flexiroam X $129 - 5 GB for a year is better for air crew, given that they travel extensively to multiple destinations with an average price of $26/GB
