That would be 'administrators'. Regulators references things like ASIC.
The thing that gives me a shard of hope is the reference to them doing 'due diligence' on new deals. This is what a purchaser or negotiator does when they are looking to purchase a company, or partner with a company, or put equity of some kind into another company. They have clearly not given up looking for a way forward.
