I would like to think the register is not tight at all with too many shares outside of the top 20 that traders think they can make money trading this stock only to sell at a loss then those traders try to make up the loss by trading this stock again. Repeat and repeat. No change in substantial holding for a fair while.
Note to all traders, just stop trading this stock!
