Okay, I've checked the major shareholder register (last one in June 2017) and there is no one with 30m listed on there, the interesting thing is no one with 30 m has since entered the register either, so it could be someone who participated in an issue from last year? (i know that sounds mad, why would you??)
Based on the current number of shares, 30m should get you in to the register though.
