A restart to production largely depends where the loader was when it caught fire.
Fires cause damage to ground support in the surrounding area, which make it difficult to get back in there and pull the bogger out, or get access to it. If the bogger was off in a level, it should be pretty quick to get the mine going.....if it was on the Decline, then will take a bit longer.
Mines inspectors would have been informed and probably on their way up to site yesterday. Note, they don't need to view the site before the bogger gets moved (unless there was a fatality) - General manager would have asked them before moving.
