Not necessarily. Remember our phase 1b results will have some efficacy data, so it's like a mini phase 2. Many drugs going through clinical trials only test for safety in phase 1 and first test for efficacy in humans in phase 2.

Some phase 1's are not even tested on people with an illness, just healthy volunteers testing the safety of the drug.
