It usually works the other way around....an iron ore wagon is only partially filled due to density (ratio of mass to volume).
Keep in mind this is already a heavy duty rail line. Canyon are looking at a spur (10-20 km) to get from ore body to rail head and if they want to get to Kribi rather than Douala port another 130Km but it is not exclusively for Canyon, though I imagine they would be an anchor tenant and as a consequence get a discounted freight rate.
