As far as Im aware the mining permit and all environmental licences are in place and the agreemnet was the last step holding up finance.
If you have a ground water problem then it would be classified as an exceedence of your environmental conditions which would trigger identifying the source and rectifying it.
An exceededce would generally not cancel your mining or environmnetal permitting unless it was ongoing and doing serious damage to the environmnet. Most likely a warning or fine for the company reponsible, a review of operational practices, followed by a management plan that details how you are going to ensure there are no further exceedences.
I suspect there will be an announcement that finance is sorted very soon, which is what was indicated to myself once the agreemnet was in place.
