    Sorry I was just going by the Peter Coleman statements on project delay. WPL board may be happy to throw a few billion of development cost and effort into a title subject to legal dispute, I dont know their appetite for risk.


    Of course they could take out FAR and end arbitration and remove title dispute from the equation.
