    It must be some pretty thick approval paperwork that's required for these drill rigs to enter Haiti...

    Maybe the rigs are the wrong shade of yellow, or regulations now state all mining equipment must be orange and have air con and a tape deck jamming Bob Marley? UB40 is no longer acceptable behaviour...

    I suppose it's possible that the equipment documentation is written in a foreign language and a misinterpretation of the literature meant that they thought it was destined for another country rather than relaiszing that it was just stating the country it originated from. So now it's sitting in the export bay waiting to be loaded and shipped out...

    Or perhaps the person who is authorised to approve entry has been on an early extended Xmas holiday (because of some hot deal on Airbnb), so it's all just sitting in a pigeon hole somewhere waiting for them to return in the new year?

    Maybe Kevin in the mail room got a new dymo labeller as an early Xmas present and has relabelled the entire office, including all of the pigeon holes but somehow accidentally mixed the names up while he was eyeing off the lunch cart as it made its first round through the office, being pecked at by all and sundry. So now our precious paperwork is sitting in Rogers pigeon hole (who resigned last year but no one ever told Kevin), rather than landing in Wendy's pigeon hole who diligently checks twice a day but refuses to clear out other people's pigeon holes.....because that's not her job.....besides, today is crab salad and watermelon day and Wendy doesn't miss that for anything!

    Is it plausable that the office 'approval' stamp pad needs ink and it's a special blue ink that's imported from the United States under a free trade agreement, via a special govt grant that was approved under a previous regime, but since recent cut backs due to the last hurricane, the department have been lobbying the govt (with beautiful dymo labelled envelopes) for this to be included in next years budget, and upon approval will then be ordered just after Easter as the ink factory only produce red during the Xmas/New year period. This years budgetary win was the double layered stainless steel food trolley with smooth nylon 4 inch wheels so as not to spill the tea and coffee...the previous model was ruining the 40 year old vinyl floor.

    Or maybe it's just that the right amount of cash hasn't passed through the correct number of hands yet...
