Bbx was drilling in south america few years ago. Same situation as DDD. They had to deal with all these crap as well. Took them 5 months to import and transport equipments. I dont know why its ddd's problem to pay importation taxes.
When you contract the drilling to a contractor you would expect them to take all the risk and payments.
