Thus into a cheaper power tarif which may have been taken into consideration in the contract. (Assumptions again like all the talk of power costs here)

Im not saying you are wrong, but what you are stating doesnt sit with me. Voltage classification (V) differs from the Power (VA). While both are important the power shouldn't  voltage classification. You could help me out a load by telling me the clause and table you used to form your conclusion?
