You want to be a shareholder of a company then you SHOULD want to know all the facts.
Don't you want to know what you're costs will be? Would you rather bury you're head in the sand.
According to the Tariffs posted, the power/electricity will most likely be US$0.09 to US$0.10/KWh but that pricing was one year ago and not the Gov't website.

"Starting from July 1, 2017, the 900-VA subscribers group will be subject to an auto-adjusted tariff scheme just like the other 12 non-subsidized customers groups, who currently pay Rp 1,467.28/kWh. "

The rate of Rp 1,467.28/kWh is equal to US$0.11c/KWh as I stated. This price of US$0.11c/KWh is also on the research report paid for by GMC if you bothered to read the small print.
Do you really think that GMC will be competitive at those prices?
Grade of manganese ore has nothing to do with the power/electricity to produce manganese alloys.

First is what technology Gulf will use. One technology would be to use silicomanganese and high-grade manganese ore to produce the refined manganese, the so-called silicothermic process. It would fit with Gulf’s purchase of two silicomanganese furnaces from Transalloys. The drawback, however, the refined product often contains a high silicon content that many buyers don’t like.
The second, more prevalent and process requires a high-carbon ferromanganese feed and the addition of a convertor to blow out the carbon. The quality of that material is more consistent, but it requires about 180,000 mtpy of high carbon to produce 150,000 mtpy of the refined alloys.

What GMC is up against is the huge SCORE project in Sarawak Malaysia where 3 companies are now producing nearly a million tonnes / year of manganese and ferro alloys.
These companies knew how to do a deal for power.
"Smelters had previously indicated, via various news reports. that they were looking at a tariff of between 3 US cents to 4 US cents."

GMC 's power bill will be US$350 -$400/tonne as against others at US$95 - US$124/tonne of ferro manganese.
And you think that isn't important, maybe you don't care but surely other investors aren't so foolish.

Not sure i agree with your numbers. based on the table provided we fall in a big grey area that see's the highest number being 9c AUD.
