My feeling is this investment by a local as some have pointed out is to satisfy laws surrounding ownership which we would have to comply with at some stage anyway.
The benefits would seem to outway the cons in my opinion.

Benefits
Funding secured to production.
Potentially another DSO requirement satisfied.
Cash to purchase mines if required.
More local knowledge and influence. (This will prove important IMO)

Cons
Dilution. However, I would much rather have 50% of something than 100% of nothing.
