I was at this presentation to Gulf shareholders and both Hamish and Andrew Wilson were there. They admitted it was hard dealing with Indonesian bureaucracy with regards to the DSO however they said out of the 15 signatures required for the DSO they have 14 and the 15th has something to do with financials if I remember correctly, which have been submitted and are about to be signed off on. From there it's about a two week wait. Stockpiles are ready. 
With regards to the governor, they have met with him a couple of times and he is only clamping down on illegal mining.
