I am betting Grange will be supplying all the funding and bearing all the risk, ROC will be supplying management expertise at a premium rate of course to manage the development, ROC can't loose.
Michelle Li told me herself that one of the directors brought this deal to the table, and the director is a family friend of the owners of ROC and has known the family for years, this really stinks to high heaven if you ask me.
