someone saw a market, took the risk and established copperchem amongst miners who need to sell sulphides, created the business, knew what they were doing and when they needws capital to take it to the next stage, SOL made a strategic investment, only once it was established.
Minimising their risks whilst letting the 'experts' run it and do their job's. SOL dont get involved with the day to day of any of their businesses, why waste time on that, its not their skill base. Thats why they are yet to take on anything 100%, why would you, if you dont have to??
I really doubt they will take-over EXS, surely you dont also???
