Just thinking outside the box a little here, but what if the longer term plan is to repurpose some of these rigs as renewable generation platforms once they reach end of production life (oil / gas etc)?
Upper sections could be used for solar / wind / battery.
Each fixed platform has another significant asset if CETO was included, being very substantial piles or foundations. Since CETO now appears to have moved to a triple tether design, perhaps a rig can take the primary load with additional much cheaper anchors used to locate the BA away from the legs?
Another asset which could be of value for most installations might be an existing substantial pipe network (either to shore or to a central production platform) - is it possible these could be re-purposed as electrical conduits for power transfer rather than much more expensive heavily armoured cables?
