Most of the IO mines in Europe are under ground and it's only when you get to really massive deposits - as in Australia - where open cut mines are viable. If you are looking at ore seams 600 metres down then it would be a much cheaper alternative to have the underground mining option instead of trying to remove half a kilometre of earth above the deposit.
