The report is not entirely accurate, it should say "former Jumna processing plant site" as there is no plant there now, just remaining power, water, tails dam etc.
They don't say they intend to build a plant, just stating Jumna is there close by. I guess there other options to building ones own plant as with the Baal Gammon MRA with SPM ...
