Probably because the minister doesnt like that cio has held this land for so long without doing anything and so is spiting them.
Ill be honest, getting rid of this mine is a good thing in regards to getting rid of speculators. Only issue is i suspect cio will require a cap raising within 12 months and significantly dilute holdings.
