You just don't get it. Producing oil in a price slump is a terrible strategy. The company should be maximising the value of their reserves by developing the assets when they get a good price (or when they need the cash flow/have obligations under licence). Ramping production and selling at a low price is just pussing away money.
The CSG example was an exception, where development times are long for Greenfield projects to get the seam to the critical desorption pressure.
