On most of your points I agree, and you would know I want well for this company as a holder...
But I'm against describing this as "unfortunate". If this were the case once, fair enough. After multiple instances now, it's simply not good enough. Something isn't working, irrespective of the volatile nature of such tender opportunities - they need to change their approach or face the reality that few will take any of their forecasts (like the Q1 forecast for instance) with seriousness.
