From my understanding - XTD is the hardware provider and APN is like a salesman/marketing firm looking for clients to advertise their businesses through XTDs technology? I'm guessing the reason APN is interested rather than doing it themselves is because they don't know how? But if they find success in the long run maybe a takeover could be on the cards.
