P.S. I'm not sure how long the appeals process is but I imagine Strike will string it out as long as possible a). until after Jaws and Warrego results are in, and capital is easier to raise, b). until after the budget and election and the previous (sensible) criteria are reimposed by whoever forms government.
This is government short-termism at its worst (sorry, needed to have another little rant).
