Depends in what context you said it.
Is there sovereign risk? Of course. Is it prohibitive? I am backing it not being otherwise I wouldn't be holding.
But in all honesty where isn't there sovereign risk these days. Africa? Yep. South America? Yep. Europe? Yep. Asia? Yep. Australia? Not as much but native title etc can cause difficulties and time delays and things aren't always cut and dry.
A lot of the time if you want great resources, sovereign risk is part of the package. As long as risk/reward stacks up to individual appetites then it's just another puzzle piece.
