Not so, sb. In fact, CDU still has to fork out another $110m for the plant as at 30th June 2014. Because it is a $300m plant, as per the 11th June 2013 announcement, and only $190m had been spent on it at 30th June this year (even though it was supposed to be finished by May/June 2014).
Just because the full amount isn't in capital commitments doesn't mean it isn't required.
