No - the link would allow you to access it if it were valid, however not download it. There are other ways of downloading region restricted app, APK downloads, run a vpn on your pc and access the store there, run it through a TOR and build a bridge etc. It would also be available for viewing through apps such as App Annie which is a worldwide resource, I am comfortable in saying it just doesn't exist as yet. I will happily stand corrected, however I can find no evidence it does.
