Indeed, they do say up to 200 m3/d in the ann. I believe this is due to the differential in use between a parking area (open parking with toilets) and a service area (shopping centre/food court with carparks). I am using metrics from their first test Xiaogan test site, which was 2 x L4 containers rated to 200 m3/d total. They may have found that this was overkill at a parking area, without the additional cooking fats and food wastewater (high organic load) and that 1 unit could suffice at lower organic loads, as 1 x L4 usually has a full rating up to 350 m3/d or 2100 people.
I will revisit my metrics, however I do not think this changes overall value by much, due to the higher amount of service areas vs parking areas in Hubei.
