You have a good idea, but my concern is that there may be some privacy issues. Would airlines readily provide a third partner with the itinerary of all their passengers? If not, the local data plan suggestion would be a bit of an issue seeing as Flexiroam has no prior data on the customer.
Also, I think that the promo codes would probably be unique to each user to avoid double-redemptions.
