How about they issue a holding statement around end of February, saying enough to Ensure Tlou and Sekaname stay engaged. But actually what they are really saying is we hope to notify you both of your award after we appoint our OE and TA - so come back July earliest to hear how it all went.  

For sure, 100% they are. It going to confirm the RFP outcome in February, for political, regulatory, process, policy and blindingly obvious reasons !!  Just my opinion - but my opinion is based on reality and not just reading the Mugg & Bean tea leaves.
