"The intention of the study (of the First Cobalt Refinery) is to help First Cobalt estimate the capital needs for the future restart of the refinery. It will also estimate the increase in throughput of an expanded facility within the present building footprint. In addition, operating cost estimates will be provided for both scenarios."
I guess the 'present building footprint' avoids additional permitting, even if the internals have to be re-worked to process muckpiles. The already-processed material won't be homogenous - eg, some will be coarse grained, other chemically-tainted or already processed with a variety of methods.
Muckpile reprocessing, even if only modestly profitable, could really boost this business. It gets to learn more about the chemistry, employ and garner local goodwill, generate revenues and publicity, and most importantly, supply Cobalt into NAmerica.
Tantalizing.
