Well I only see this announcement as positive personally. All the language in it basically says the deal is done subject to the legals being completed IMO.
They also wouldn't be spending money on an electrician and former plant manager to refurbish the retreatment plant and Cronimet wouldn't be flying someone half way around the world to help with that if they weren't serious to proceed IMO.
Despite the extra test work they are also still aiming to re-start production by the end of the 1st half of 2019. Nice.
