Well, 45 days of negotiating is nothing. In my experience, negotiations, especially for joint ventures and other long term agreements take months and delays are typically. I work for an industrial automation company in sales management and we are working out contracts with multi-million value and durations of many years. 3 Months is nothing. And delays can occure by so many reasons, that drawing a scenario by this short announcement is pure speculation. So in my view, there is nothing to worry about. The disclaimer just points out, that the possible outcome is not to be seen yet. Same situation as 45 days ago.
