But the other side of your post (the coin) is...
FBR would [should] have known that it "could" take a commercial team from a $3 billion company more than 6 weeks to draw up the initial draft, get it through a RACI matrix, work between all the teams and finally getting exec sign off.
So why wouldn't they give themselves a more realistic time period of 60 or 90 days?
FBR was under no pressure to announce a 45 day period, yet they did and BW one would assume was also comfortable with that time 45 day period being announced.
