Has anyone been involved in a commercial negotiation within a public company before.
45 days is nothing. BWK is a $3B company. It could take a commercial team more than 6 working weeks to draw up an initial draft. Let alone work through a RACI matrix. There'd be multiple iterations of work between commercial, operations, finance and legal teams, before even getting to exec sign off.
It's highly unlikely FBR are the reason for any delay here.
Those that like to focus on the exact wording for announcements (when convenient for them), should simply read the second paragraph again... and take a chill pill.
