One of the points to note is apple is an expensive offering for schools to take part in. The cost of ipads, laptops and the school hardware isnt cheap. In the US, the education space is largely dominated by Google.
Hence the BYOD offering schools are having so to make it easier for families to buy what they can afford. If they all have separate monitoring programs its too hard for the school to have overall control. FZO again, answers this as all devices can be covered and have the same restrictions/filtering.
Also a point, if you are on an Ipad for example, but say your child cant use facebook, but can use Safari..they can still get on to facebook as it inst filtering the web traffic... As said a solution of sort for parents wanting something, but I think it will be a case of, OK i have tried this and its not working I need something.. those parents will hopefully then look to FZO for a solution.
