The company will (or has) decided what the best cost will be. There are many variables that can go into this.
And one of those variables is not "Let's get the most subscribers as we can just so we can boast about it, profit be damned!"
The company (and Vodafone) will (or have) modelled likely penetration rates at different price points (with a bunch of other variables such as effect of targeted promotion, taxes, cost of deployment etc) to determine the optimal pricing structure.
