Hello,
Dragon is again giving quite limited information,
and it took again some time give the information as
the permit is dated November 23rd 2017.
Here are some details, which you may find
usefull and not revealed by Dragon:
The permit may be appealed and it would only be valid for starting
after getting legal power either if not appealed or
after appeals have been solved by the environmental court.
Dragon appears to have requested right to start
despite possible appeals, but this was denied because
of the risks for reindeers.
The permit includes provisions which are somewhat stricter than
asked by Dragon such as:
-fencing of the test mine
-tight bottom of the waste areas and ditches
to protect ground water
-guarantees 6.48 million Swedish crowns
(5.7 million suggested by the company)
The level of water purification appears to besomewat open, but
requirement for tight bottomswould indicate substantial
purification by chemicals and geotube filtration.
The to protect the reindeer winter feeding in the region the test mining is allowed
between May (maj) and September is decided on the page 11, 2nd pargaraph.
The test mining is can be performed during two consequtive years.
This may increase costs, would it be by
one million or maybe even 2 million A$ depending
on the tight structures,water purification and the need
to purify water between the operation years?
Possibly the most interesting detail is at the end in the appeal instructions
the last day for possible appeals is December 28th 2017
