In negotiation with governments usually an offer is made subject to some political level sign off.

Essentually I think there saying they are at the final hurdle but  in truth if the staff of the govt department are any good this should be a rubber stamp affair cause they would have bought the political figure along with them during the negotiations.

We have proven rather a lot of resource close to market it makes a lot of sense for the state to want to take a share in its development, they will do it with money or a gun, I guess were all hoping its with money.
