The whole point of SPP's and things like options is that there is a time element to them, henc eyou can wait till the last minute to apply and pay (and this is what you always should do). So while right now you can purchase below 7c, what happens within the next 2 weeks if they have a release and the price shoots up to 10c? As an enititled shareholder I can still apply for those shares under the SPP at 7c. So my assumption is that the reason they have done this is that news is due within the next 2 weeks that they feel may sway sentiment for new buyers to pay for shares above 7c.
