They have opened it up completely, it's spelt out in the document - I also have only a small number of rights as well but you can apply for as many as you like. I rang the company to confirm this and spoke to a guy there who told me the any Shareholders who apply for additional stock will get them as they expect a large shortfall so I elected to top up my holding at 8c
