yep - they stuffed hole 15 where they might be able to retireve ( but this is always hard on site - you pay daily rates to retrieve if not drillers fault and so how much $$ do u spend before u say move on, and that also depends on how good the drillers are too) and then stop the next hole 16 in mineralisation!!?

that is a hge waste of Co funds and so should head roll - a graduate geo might make such mistakes and even then it should be laid at managements feet to manage properly.
