Remember that you can't ship Manganese out of Kupang unless it's processed or you have a DSO (which has its own set of restrictions), and GMC are the only ones capable of doing it at the moment. So any mines value is reduced because of this restriction, so it's not ridiculous that Hamish could pick up a mine.
