The previous explorer, Tasman, was after chromite and PGEs. Quite often as the commodities market changes another explorer will re-assay material for a different element that was considered minor prior.
Having said that, the vanadium content of Koitelainen has been known for ages. Today's announcement is not so much a revelation as positive confirmation of a vanadium-centric project. The chromite layer is very deep, whereas this vanadium is near surface.
